No, As of now the Deoband Community Wikimedia is only affiliated with the Wikimedia Foundation. It does not operate as a registered charity.

How is DCW different from Wikimedia Foundation?

DCW is a collective, recognised by the Wikimedia Foundation, as a user-group affiliate. The Wikimedia Foundation is an US non-profit charitable organisation that operates Wikipedia and other sites.

How do I join?
